Speaking at a plenary meeting of the Foreign Investors’ Council on June 4, 2015 President of Kazakhstan Nursultan Nazarbayev noted that in the next five years Kazakhstan needs to create a leading regional research and educational center in the agrarian sphere.
By this instruction of the President, according to the Government Decree No. 659 of August 22, 2015 the National agrarian science educational center was created to promote innovative development of the agro-industrial complex of Kazakhstan.
National state enterprises Kazakh National Agrarian University, West Kazakhstan Agricultural and Technical University named after Zhangir Khan of Kazakh Ministry of Agriculture have been transformed into non-profit joint-stock companies with 100% state participation in the capital.
The charter capital of NASEC was formed by transferring one hundred percent of the shares of the joint stock company Kazakh Agricultural Technical University named after Saken Seifullin, Kazakh National Agrarian University and West Kazakhstan Agricultural Technical University named after Zhangir Khan.
Also, 23 scientific research institutes, 7 pilot farms, 7 breeding stations, 4 service companies, covering all regions of Kazakhstan, were transferred under the management of NASEC.
The mission of the National Agrarian Scientific and Educational Center is to promote the innovative development of the agro-industrial complex of Kazakhstan.
The goals of the National Agrarian Research and Education Center:
1. integration of science and education with production;
2. shifting the emphasis from the current profound academic results to the introduction into the production and commercialization of scientific developments.
To increase the effectiveness the National Agrarian Research and Education Center, corporate management bodies, branch scientific councils in the areas of science have been created and are working using analysis, priority setting and monitoring of scientific and technical programs.
