At a government session chaired by Prime Minister Askar Mamin, issues of saturation of the market with domestic food were considered.

The Head of Government thanked all agricultural workers for the spring field and harvesting work carried out in a timely manner and with high quality in the context of the pandemic, which made it possible to collect a good harvest, the volume of which is higher than last year.
According to forecasts of the UN Food and Agriculture Organization (FAO), Kazakhstan has great potential to become one of the world's food hubs, along with the United States, Australia, Brazil and Argentina.
The state provides all the necessary measures to support the agro-industrial complex, provides subsidies (47 types of subsidies in 16 areas), provides for preferential lending and tax preferences. As a result of the measures taken for 8 months of this year, investments in fixed assets of food production increased, compared to the same period of the previous year, by 25.4% to 54.7 billion tenge.
At the expense of domestic production, Kazakhstan provides itself with 23 of the 29 main consumed food products — fruits and vegetables, cereals, flour, meat and other products. To increase production for the remaining 6 types of products (apples, fish, sausages, cheeses and cottage cheese, sugar and poultry meat), by 2024, it is planned to open new poultry factories, meat processing plants, dairy, sugar factories and increase the area of apple orchards. This will fully provide the Republic of Kazakhstan with basic domestic food products.
The National Commodity Distribution System under creation will improve the storage conditions for agricultural products, increase its production and quantity on the market during the off-season, and significantly increase exports.
According to the Comprehensive Plan for saturating the market with domestic food products until 2025, presented by the Ministry of Agriculture, 380 investment projects will be implemented with the involvement of more than 5 trillion tenge of investments, which will allow the formation of 7 ecosystems for priority types of food products — meat, fish, fruits and vegetables, sugar, cereals, oilseeds, dairy products.
“Saturation of the market with domestic food is a strategic task of the government,” Mamin said, instructing the Ministry of Agriculture to adopt a Comprehensive Plan for saturation of the market with domestic food products within a month.
The Ministry of Agriculture, together with the Ministries of Ecology, National Economy, Finance, was instructed to work out the issue of expanding measures of state support and stimulating the production of products with insufficient saturation in the domestic market, including taking into account plans for the development of the fishing industry.
Akims of the regions were instructed to take personal control over the implementation of projects planned in the agro-industrial complex and provide the necessary engineering infrastructure, as well as work with investors on all issues along the entire chain from raw materials to export. The prime minister also instructed to take measures to ensure the necessary logistics and promote the sale of domestic agricultural products in the domestic and foreign markets.
