Nur-Sultan,February 28, 2020, a meeting of the "National Agrarian Science and Educational Center" JSC was held to discuss the strategy of the Republic of Kazakhstan for agrarian science and education development. The meeting with the participation of the first leaders, leading directors of subsidiaries, leading scientific employees and young researchers of NASECsubsidiaries was held under the leadership of the Chairman of the Board Toleutai Rakhimbekov.

During the meeting, representatives of agricultural science discussed thetopicalissues and problems of agricultural education, science, building a modern, efficient and competitive system for the generation and dissemination of new technologies and new knowledge, as well as existing problems in their integration with production.

Speaking with the report, the Chairman of the Board of NASEC JSC of the Ministry of Agriculture T. Rakhimbekov informed scientists about the current state and issues of agricultural science and education, as well as existing problems in their integration.

The Chairman of the Board noted that increased interactionof agricultural science, education and productionis the basis of the breakthrough development of agriculture in Kazakhstan.

T. Rakhimbekov spoke about the transformation processes of the agricultural sciencesystem. Among the proposed measures, the NASEC suggests: the transfer of some research institutes to research universities, an increase in the number of research and development enterprises up to 40, an increase in research and development costs up to 40%, budget allocation for the transfer and commercialization of technologies, the transition from financing research institutes to financing scientists, the creation of collective laboratories , independent R&D expertise, changes in the functional of the industrial and vocational schools, which, in turn, will become the basis for the implementation of scientific topics, research of undergraduates and doctoral students, student practices and classes for extension.

Chairman of the Board of the NASEC announced key changes in the scientific and educational process. “At present, we have proposed key changes in the field of scientific and educational activities of research institutes and universities. They include the transformation of agrarian universities into research universities, an increase in the share of time of scientific research institutes for teaching activities up to 20%, and the university teachers for scientific activities up to 30%,”T. Rakhimbekov noted. He also separately dwelled on problems with the quality of training and employment of graduates.

T. Rakhimbekov announced the ongoing work of the Center for the commercialization of research results. “Science transfers its results to the Center for transfer and commercialization of agricultural technologies, and the Center enters into licensing agreements with farmers and receives royalties from them for the use of intellectual property. The amount of royalties is distributed as follows: scientists paid 30% of the amount of royalties, research institutes get 30%, and 40% are credited to the Fund for new research,” - he added.

As you know, an important place in the development of the agro-industrial complex is occupied by the system of disseminating knowledge. “In pursuance of Elbasy’s instructions, we are creating a system for training rural residents in farming skills. By 2024, we plan to create more than 200 Knowledge Disseminating Centers, including more than 160 Centers on the basis of regional agricultural colleges. We propose to develop and approve a Government Decision Program for the creation of a National System of Disseminating Knowledge in Agriculture,”T. Rakhimbekov said.

Currently, the NASEC is working on the development of a Research Program for the next three-year period - for 2021 - 2023, which includes a Research Program in the field of breeding, production of highly profitable crops, including organic agricultural products, and the introduction of moisture and resource-saving products into production technology.

At the end of the meeting, scientists supported the proposals of  NASEC JSC on the strategy for the development of agricultural science and education.
