On February 4, 2020, a meeting of the Committee on economic policy, innovative development and entrepreneurship of the Senate of the Parliament of the Republic of Kazakhstan: “Problems and prospects of the development of agricultural science of the Republic of Kazakhstan” was held at S.Seifullin Kazakh Agro-Technical University, which is subsidiary of the National agrarian science and educational center JSC.
The event was attended by members of the Senate of the Parliament, Chairman of the Board of the National agrarian science and educational center, heads of the S. Seifullin Kazakh Agro-Technical University, “KazRVI” LLP, “KazRIAPG” LLP, Republican Center for breeding in animal husbandry Asyl Tulik JSC, Karabalyk agricultural experimental station LLP.
The Chairman of the Board of NASEC T.Rakhimbekov made a presentation on "Strengthening the interaction of agricultural science, education and production - the basis of the breakthrough agricultural development of the Republic of Kazakhstan" and spoke about the prospects for the development of agricultural science, as well as problematic issues faced by agricultural scientists. In his speech, T. Rakhimbekov announced the transformation of agrarian science and the measures taken by the NASEC.
“Scientists of the NASEC have about 300 scientific developments in crop production and agriculture, 200 developments in the field of animal husbandry and veterinary medicine. There are innovations in Kazakhstan's agricultural science. And today, science needs service support. Kazakhstan can make a breakthrough in the development of the agricultural sector, in case the innovation is widely applied in agriculture, as well as the establishment of a close relationship between innovation and new technologies. We see this as an example of the experience of countries such as Argentina, Brazil, India and China, which over the past ten years have made a huge breakthrough in agriculture,” said the Chairman of the Board of the NASEC.
“Agricultural science has good results and has a lot to offer for production. Now there is a task and it is to help scientists bring scientific achievements into production,” T. Rakhimbekov said during the meeting.
T. Rakhimbekov separately noted the issue of developing scientific villages and noted that the implementation of this project will increase the attractiveness of villages for young scientists.
Also, the Chairman of the Board of the NASEC noted that the main problems of universities today are the quality of training and employment of graduates.
Taking into account the relevance of the topic under discussion, the roundtable participants supported the proposals of T. Rakhimbekov and the speakers, endorsing a number of recommendations in the field of improving the system of disseminating knowledge (extension), financing agricultural science, reducing the timelines for the development of state investment projects and feasibility studies, financing for training specialists in foreign doctoral studies, development of scientific villages and the formation of openness of state policy in the agricultural sector.
