Born in 1968 in Karaganda. Graduated from the Moscow Veterinary Academy, Karaganda State University (Law), Karaganda Economic University of the Kazpotrebsoyuz, and the Russian Presidential Academy of National Economy and Public Administration (RANEPA).

Since 1996, he has managed a private business structure.

In public service since 2006. Over the years, he has headed the Departments of Agriculture and Land Relations of the city of Karaganda, the Department of Agriculture of the Karaganda Region, the Department of Employment Policy of the Central Office of the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan, and the Department of Veterinary Medicine of the Karaganda Region.

From 2017 — Akim of Abay District.
From 2022 to 2025 — Deputy Akim of the Karaganda Region.
